Maybe you've forgotten that US/HP has a hub in PHX. My guess is that the vast majority of the passengers going from PHX to TUS and vice versa are connecting passengers and not O&D. I have connected to TUS through PHX a couple of times in the last month and the flights were completely full, so it doesn't seem that they're having trouble filling these flights.
