In my experience, albeit limited and not on Delta, if traveling with a lap baby and there is a center seat available, GA would let us take onto the plane the car seat and buckle that in. If no seat is available we just check the car seat at the gate. I'm sure anyone traveling with a baby (actually a 16 month old squirmy child) would take advantage of an open center seat IF it was available. If there is no center seat available, then tough luck for us and we hold the squirmy kid for an hour or so.
Actually, many of us would actually BUY the kid a seat if we planned on using it. You should have to hold the baby if you didn't buy a seat.
JS brings up a great point re: the center seat. As a non-parent, I wasn't going to suggest what he said as I didn't want to endure the holier-than-thou parents' rationalization.
