I assume that this is a bank draft in Canadian$ drawing on a bank in Canada.
A bank draft is no different from any cheque. It must be "cleared" to the drawing bank to confirm authenticity, amongst other things that it has not been reported stolen and the authorised signatures are genuine. Therefore, the bank draft must be sent to Canada and until the HK bank received confirmation from the Canadian bank, funds will not be released. The HK bank is also not going to do all this for free.
Tell your friend to purchase a bank draft in HK$ drawn on a bank in Hong Kong, payable in the name of your friend exactly as it is spelt on her passport. She can do this at any major Canadian banks, e.g., CIBC, RBC, TDCT, BNS, BMO or HSBC. Your friend will then deposit the bank draft into her HK bank account and the bank draft will simply clear as a local cheque. It takes 1~2 days and there should be no charge.
Your friend cannot wire Canadian$ to a HK$ account. She must open a Canadian$ bank account in HK if she only want to exchange as much as needed over time. Except HSBC, I don't think any bank in Canada will be able to sell her a Canadian$ bank draft drawn on a bank in HK.
Telegraphic transfer takes 2 business days and is also subject to processing fee at both the sending and receiving banks. The alternative will be to buy Canadian$ traveller cheques.
HK$ bank draft drawn on a bank in HK is the simpliest and cheapest method.
A competent bank manager in Canada will never advise a customer to buy a Canadian$ bank draft drawn on a bank in Canada to take overseas as travel money and be expected to be able to encash it to receive cash instantly. The reverse situation will be no different for someone holding a HK$ cashier order drawn on a bank in HK presenting it for encashment over a Canadian bank counter.
