Checked baggage allowance? JL connecting to UA

Tomorrow, I am flying:

JAL: MNL to NRT, connecting to ...
UA: NRT to ORD

Officially, JL's baggage allowance is 20 kilo total for flights not to/from USA. UA's baggage allowance to USA is 70 pounds per piece.

I called UA and they said that since I am originating travel on JL inter-Asia, my baggage allowance is 20 kilo total.

I called JL (their BKK office, as I was there) and they said because I am ending travel in USA, they will use UA's baggage allowance of 70 pounds per piece. I called the JL office here in Manila and they said they "think" I will be subject to the 20 kilo total limit because I am not flying JL all the way to USA.

Does anyone have experience as to which is correct?

Right now, I have about 20 kilo total, but I'd like to buy something here in Manila that is somewhat heavy, but I will not do that if I have to pay lots of $$$ in overweight baggage.
