Lap babies on right side of plane? What's up with that?

I booked 2 tickets for my wife and I where we will be flying CHO-ATL-BHM and returning. Both were booked online, but were done separately as one was an award ticket. I got the paid ticket booked, ticketed, and seats selected. The award ticket was booked and seats selected, but could not be ticketed online. The web site told me to call a toll-free number. When I selected seats I managed to select and 'A' and 'C' seats from ATL to BHM and back, leaving the center 'B' seat open since we will be traveling with a "lap" baby. When I called the toll-free number to ticket the award ticket I informed them that we would have a "lap" baby. The agent insisted she had to reassign the seats as their rules prohibited us from seating on the left side of the plane.

Is that really the policy, no lap babies on the left side of the plane or did the agent just not want us taking up a center seat? My understanding is that the equipment operating between ATL and BHM has only 2 seats on the right side of the plane, thus there is no center seat for us to use. If this is a "policy", is it a Delta policy or a federal policy?
