You ordered from a partner. You get support from a partner. The partner's support isn't very good.

I'm not sure what you would expect from CO on this, other than to consider dropping the partner. But the partner pays CO lots and lots of $$ to buy miles in bulk to give you, so I wouldn't count on that.

I'm sorry that the flowers order got messed up, but this really has very, very, very little to do with CO, aside from the potential for the miles to not be credited when you dispute the charge.
