Traditionally, the morning flights from ATL to short haul southeastern destinations have had light loads. The pool of passengers for these consists of ATL-based business travelers doing day trips, connecting passengers from west coast redeyes that arrive early AM, and crack-of-dawn (6 a.m. departure) early connections from other southeastern cities by, primarily, business travelers.
So, given that business travel is off, these would be the type of flights to be impacted most, as the primary audience for them is the business traveler.
Of course, the short haul flight that leaves ATL at 8:30 a.m. might be full on the return leg from the spoke city, as the departure/arrival time of that return leg fits better with most human schedules.
And regarding CVG-JFK, your only natural audience for that flight would be somebody traveling out of JFK to an international destination. It would not be a typical flight for someone going to NYC (flying into LGA would be much more logical there). Given that via the CDG hub you can hit most of Europe from CVG, it really reduces the target market for CVG-JFK, particularly since JFK international flights have been greatly curtailed.
