Generally standby passengers have last priority for upgrades. In fact, I think the agent was doing you a favor -- in recognition of your elite status -- by offering you the opportunity to upgrade, and when you opted not to pay for it, the agent followed normal procedures which is to accommodate confirmed passengers first, then standbys,
