Not true. There are all kinds of different TSCs depending on where you live. Even in the USA, which was non-German the last time I checked.

LH has 1000s of different fares for the same flights and booking class, depending on where you start your trip. Obviously, they expanded that flexibility when it come to calculate and apply non-refundable TSCs. You'll typically find TSCs in markets where LH stopped paying provisions to TAs - or where they can get away with it simply because there's some inherent masochism in the broader population of a country.
