Does this mean the end of Phantom Stays?

I wonder, and am worried, that this this might mean the end of Phantom Stays? Maybe this was what the fraudulent activities meant? This way, the guest only gets assigned a room number when he/she personally arrives, so Hyatt would know and can prove for sure which rooms are only phantom stays.

I guess the crux of the matter is whether, after 1800-CI, and the guest does not show up, he/she will be billed as no show or billed as if it was a true stay.
