Random is slightly better from the perspective of making it tougher for a terrorist to know and "come back later" or hand off his stuff to a co-conspirator, but to be truly effective, it would have to be a fairly high % of fliers... and then it is REALLY going to tick off the frequent travelers and back the lines up even more, ticking off the infrequent travelers, too (the ones who usually say, "anything for security!" when asked to undergo SSSS--but they HATE long lines)
