FWIW, in the Philly/Harrisburg, PA area a number of convenience stores have recently gone fee-free with their ATMs. Wawa has been fee-free all along as far as I know and Sheetz and Rutter's have just dropped ATM fees (presumably in order to compete better with Wawa).
