I'm living in Singapore. You can either get a pre-paid Sim Card. Make sure that international Calls are enabled. Calls to the US should cost you between 10 - 20c a minute. Get Starhub or M1 they are some of the cheaper ones.

Or you pick up one of the pre-paid calling cards at any newpaper stand. They start at 5$ and give you calls to the US starting from as little as 2c per minute. Quality for those is not top notch, but acceptable, usually better than Skype.
