I ended up booking with an agent directly this morning as the flight I wanted AC868 (day-tripper) YYZ-LHR only had H2 left, and I didnt want to spend any more time waiting for a resolution and trying to find an agent that would allow me to book online in Q (was Q1 according to KVS at the time) and then upgrade me to an H fare after.
Hopefully one day we'll be able to force the system to book higher fare classes if we want them.
this is a nasty trick, and some people might consider it unethical but in your situation here's what you could do:
Suppose your flight is showing H2 Q1. Phone a TA or AC and hold a seat in Q class. Q will then show Q0. Then go to ac.com and purchase a ticket in the lowest available bucket (which is now H class)
