Most lines are just as loud when they're underground - the Viccie line is even louder! In fact, the only tube line which might be quiet enough to actually have a mobile conversation is the Jubilee line.

However you must remember voice calls are not the only way of using you phone. Those which use the networks for data (such as Blackberry devices) and of course text messaging don't require a quiet environment for the user to use them!

Consequently having reception will be useful for those individuals.
