There's some truth in that... though I have never lost a paper bump voucher, those things are written on carbon paper, so they should have a hard copy around somewhere for their purpose of reconciliation once you submit it.
However, I think it's either written on there or I was told by the GA in the past that it is like paper money, and if lost, they won't be able to do anything.
Whether or not they are going to be able to do anything about it, I suspect it would depend on the friendliness of the rep or agent you plead your case to.
