I don't think all of them charge. I booked a cruise with one and by accident ended up getting invited to a nice cocktail party & a great shore excursion including an island tour and a great lunch. I had understood that agencies join similar associations to help them differentiate themselves from other agencies. A free value-added, not a revenue generating endeavor.

That said if you are dropping 10k+ on a trip, a little paid professional advice may be wise investment.
