Having been to all 3 cities, strictly as a tourist, I can tell you that there are some locals who wear shorts, but a large majority of them wear pants.

I, however, tend to wear shorts when touring and sightseeing. It's just too darn hot for this Minnesota guy, and pants take up too much space in the backpack.
