I was there end March and immigration was pretty quick, I was in WT+ so was far from first off. They are normally pretty good at watching the queues and will quickly open more desks quickly to move the bodies through. The immigration processing area is quite wide, look along the desks you may well find a free officer not immediately in the area you first arrived in.
