You can't make generalised statements like this. It depends where the fare is bought, the fare basis and in turn the rules that govern the ticket. You clearly aren't buying your I class fares in the UK. The OP was interested in CE tix ex-UK.

GetAA81Back2ARN, if you find D class zeroed out, you might phone around a few different BA offices in different countries to see whether they can see any D availability. Differential fare bucket availability can sometimes work to your advantage.
