Business attire usually mean long sleeve shirt & tie, the weather is just too hot to be wearing a suit, unless it is a formal evening occasion. Some office workers wear short sleeves and tie.
As for doing the tourist thing, shorts and T-shirts and common. Casual and comfortable.
Long sleeve shirt and tie would be sufficient for business attire, though some local businessmen and foreign consultants do wear suits despite the harsh weather.
I always wear T-shirts and shorts when I am not working. However, certain hotel restaurants and lounges do frown upon customers wearing shorts in the evenings
