I found that if I make the reservation via the German webpage rather than the American one (avis.de instead of avis.com, hertz.de instead of hertz.com -- of course you need to have a domicile here) the price comes out about the same but includes the major insurances (SLI, CDW).
Maybe it's similar with the UK website?
