Never any problems in SIN with overweight carry-on. The only time they've made a fuss was in AMS (where SQ uses contract check-in staff). They weighed my bag and it came to 14kg. Very condesceningly they told me that they'd let me get away with it this once because the flight was not full. I was flying in Raffles, but before I made PPS.
