Yes. And note that often calls from the U.S. to a foreign CELL phone will be substantially higher than to a landline. This is true even if your wife uses a VOIP phone in the U.S.

As an extreme example, voipstunt is free to Japan landlines and about 20 cents/min to cell phones.
