on partner awards since you have to call (assumption here is that you are outside the 21 day window) do you have to pay any more fees? how bout if you are EXP?

Yep, to get partner awards, you have to call AA. It's a different mileage scheme (All Partner Award), so check to be sure you have enough mileage there. It'll take some work, but since you're being flexible there may be some hope... not much, but some. But no, likely they won't make more award available.
