I second that. Buy an unlocked mobile phone OR get it unlocked from an independent shop that sell second hand phones. You'll find them all over HKG.
You can purchase a prepaid SIM card in HKG at 3, Smartone/Vodafone, Peoples, etc.

For Tokyo, if you happen to be in HKG first, get a 3G phone (which you can also use on GSM systems) and a prepaid 3G SIM card.
