Isn't rerouting also free as long as it merely involves changing transfer points (airports marked with an "x" in the paper ticket) between two stopover points (airports not marked with an "x" in the ticket)?

Examples: LAX-xJFK(SQ)-xFRA-MUC could not only be changed to LAX-xJFK(LH)-xFRA-MUC, but also to something like LAX-xZRH-MUC or LAX-MUC without charge. True?
