I went to Costco and got two pictures for $4.99, then took the pictures and scanned them, and created a print with 4 pictures on it. Then, seeing I had a "10 free prints" coupon for a drugstore's picture maker machine, I got 5 prints of my passport pictures (4 to a sheet) and printed out a few other things resulting in 22 passport pictures for $4.99 total. A bit of a hassle, but a nice deal.
