I think it's overloaded, not down. I've been able to get through to it many times today, and many times not. You can also call 1-800-HELP-NOW. I do a lot of work with the Red Cross, the response has been overwhelming, last night we had another six telephone lines dropped into our chapter and made arrangements for 12 more at another location, and it's still busy.

Please, if you can not get through, don't give up trying.
