There are very few "independent" carriers. Transborder fares are not cheap due to taxes and fees imposed by both sides.The best you're going to do is flying into Burlington Vermont and driving to Montreal from there. Another possibility is Canjet Sarasota to Ottawa but this appears to be a winter-only route.
