I got a post card from Hilton (in English) advertising its no blackout dates for Golds, and in the fine prints it says "Exceptions: Extraordinary Demand Dates which include a limited number of important annual or one-time events. Length of Stay Controls, which may require a minimum # of nights during certain times of the year. Not applicable for suites, executive floor rooms, villas or special acommodations."

So in other words, there're no blackout dates, except when there are. And as far as I can tell this has nothing to do with capacity controls. So I don't see what good this does. tls
