I am not sure I follow the point of your post. If you are saying there is a hard and fast rule, specifically that 20% of FC seats are held back for sale, I would disagree as I have been in instances where at 48 hours they've dumped all the F into X and the flight is listed as F0. I think it is something flight and yield specific.
I don’t think the seat map is an accurate tool for determining load. Let's say my UG clears and all that's left in FC are window seats. My profile specifically states I want an aisle; guess what the computer does then? It upgrades me but does NOT assign seat.
