I don't know what the local DA's policy is on child support warrants (it's something we don't deal with at the local level). If every state is required to enter them in NCIC, I trust that is what they are doing (in which case any PD in the U.S. would have access to them).
I do know that we don't enter all local warrants into NCIC, and many go just into the statewide system (two different systems). For instance, a $500 public intoxication warrant is not going to be entered into NCIC here. The costs of bringing someone back from outside California would not be cost effective for those.
