Depends on where.

Enterprise is structured so that, to put it simply, each state or region operates as it's own company. Each of those smaller companies within Enterprise actually owns their own fleet of cars, which means that if a car is dropped off outside of their region, the "owning" company has to send someone to fetch it.

Usually they will allow a one-way rental within that state or region, but you have to arrange it with the rental office - you can't do it online, and they will occasionally charge an extra fee (depending on local policy) if you want to drop it off at an airport location.

So for instance, I could rent a car one-way from Louisville, KY to Bowling Green, KY, about a 3-hour trip, no problem. But if I wanted to go from Louisville to Chicago, no way.
