Welcome to FT! Do you work for a company that has a corporate agreement with any rental car companies? If so, often times that will get your under age fee waived because those corporate agreements usually apply for both business and personal travel. Otherwise, there is no real way to avoid the fees. And since you have to show them your driver's license at the counter, trying to pull a fast one is not wise... rental car agents are REALLY quick at checking birthdates on your driver's license. Otherwise, Enterprise and Thrifty are going to be your best bets at MSP - both charge $15 a day for renters under 25; Enterprise is known as being very friendly towards younger renters.
