Thanks for posting this. I'm quite sure that the OP was asking if this was allowed by program rules, and not in a US court of law. In the sense in which the question was (most likely) asked, it is
illegal. Case closed. And, it seems that, even for the terminology sticklers, it is covered by the definition. So, by all accounts, it is illegal.
