First off, you will only have 3 hours of time away from the airport if you leave. International flights can be difficult for security. You could possible take the underground to Notre Dame or the Bastille and take a quick look around and then hurry back to the airport. You will NOT have time for the tower. The better choice would be to get a flight change to give yourself 7 hours.
