The card will no longer will waive the underage fee. I just bought one and it only saved me 5 cents total. Unfortunately after I bought the card I did some searching on FT.com and somebody back in 2003 said the card no longer waived the fee. So I called dollar to be sure and they confirmed it. oh well what a waste of 20 bucks.
