I just did that and the CS told me rentals originating from some california cities, e.g. Palo Alto, are not qualified for this liability protection. Well that makes sense if you live in California. Otherwise, it would probably be cheaper to rent from HLE as needed with your AAA CDP and not own a car nor carry auto insurance.
Conversely, I bet that Mass. residents with the New England AAA CDP dont get primary liability coverage when renting at BOS. Maybe this is the reason for all of the various regional AAA CDPs rather than a single code for all AAA members.
