Normally the long-haul allowance is also applicable to connecting short-haul flights (if on one ticket obviously).

Apart from that (AFAIK) the 20KG in Y (short-haul) is a weight limit - you're fine taking 2 pieces of hold bagage, as long as the total weight is up to 20 KG.
