Your reply has just highlighted the incorrect attitude and ignorance of many AC employees about the Concierge service.
According to
www.aircanada.ca, Concierge service includes the following services to SE's and Executive First passengers travelling on AC international flights:
"Concierge Agents are there to assist you with:
Travel and airport related matters
Special request, such as hotel or restaurant reservations, special in-flight meal requests, entertainment, etc.
Additional support if ever your travel plans are disrupted"
It's more than just to provide service when there are "delays or potential missed connections".

Since Executive First passengers are entitled to the Concierge service, why should they not be given the telephone numbers and equal accessibility to the service? With respect to the last sentence, I don't think any Concierge agent has any difficulty or hesitation to tell ineligible passengers that they cannot help them.
