i believe the answer is that yes you can definatel do an open jaw at the end of a trip, but i'm not sure if this particular routing qualifies. I've checked about flying from ewr-sin-sgn and returning to iad and that is a legal open jaw on an award. (i ended up not doing it because i wanted to return from hanoi)
