Or are they trying to say (now) that the allowed Europe-SWP through transit must be the second time though Asia and not the first. This would mean the elimination of a northern Pacific route to North America when the SWP is visited.

Something I suspect QF (and perhaps its JSA partner BA) would much like and CX (and JL) would not.
