Certainly not on the SU flights! I noticed this phenomenon on my OK flight yesterday, however. I felt very unusual standing in the non-EU line--perhaps at most 10 persons.
I find the question as to from where one is arriving very ordinary, and was actally surprised not to be asked yesterday at T2. At T1/T2 (where I usually get the question) I always assume that it is because I am arriving into the UK on a passport that is not be from the country from which my flight originated. It is far simpler and less intrusive than the grilling I often get when arriving in the US--on a US passport--and answering "How long have you been away?" with the fact that I actually live outside the US.
