Sadly, these are not going anywhere. Here are some excerpts from recent responses from UA I recieved regarding the horrible customer-service from India:

..."We realize the decision to open a Reservation's center in India has been difficult for many of our customers to understand. As you are aware, in an industry being pressured by increased competition and record fuel costs, it is critical for United to contain our costs. We are pursuing company-wide initiatives to identify work that can be performed more cost-effectively and reduce our costs in every area of our operation...." It looks like they're here for the long-haul.
