Plus act as a tax haven for celebrities, with real estate to match. In that context their airport construction, including a few hundred million throw away dollars, is a drop in the bucket. Given the incredibly high valuations of airports in today's world, that seems like a great investment and not money down the drain (BAA, the company that runs LHR/LGW and a couple of other airports, is valued at USD 14 billion, for example).
Several items in the above post will advance quite a few misunderstandings about the places mentioned above -- for there are errors and omissions that I would find misleading if it were not for my long relationships with persons in the Gulf states.

1. Dubai has NO serious oil in production for a reason (not even 5% of the figure mentioned above).
2. Abu Dhabi has a whole lot of serious oil in production for a reason.
3. The UAE consists of several emirates.
4. The ruler of the UAE does not own all of the things mentioned above.
5. The ruler of the UAE does not have any shareholdings in several of the things mentioned above (because giving control to the ruler is not the UAE way).
6. Dubai's Emir is not the ruler of the UAE.
7. The ruler of the UAE is the Emir of Abu Dhabi.
8. Dubai's Emir and his family are extremely competitive and always trying to get a leg up on the ruler of the UAE and his family.
