You have plenty of time for a nice evening in the Namba/Shinsaibashi area of Osaka. The Rapit train of Nankai line can have you there and back 30mins each way. Lots of restaurants, bars, neon, people and shopping.
When you come out of customs, walk to the front of the building and look to the left. Take the escalator to the 2nd floor and walk on the airbridge over the road to the train station. Ticket machines will be on your left. Nankai ticket windows are under the orange sign. JR trains tickets are under the blue sign.
Rapit train costs around JPY1400, and the Airport Express which takes a bit longer is about JPY900. After you buy your ticket, turn around and the entry turnstyles will be in front of you. Go thru the turnstyle, and then down the escalator to the train platform.
Also, as another poster earlier suggested, another viable option for you is the JR Haruka either to Kyoto or it will get you a short subway ride from the nightlife either in Umeda or the area I mention just above.
