Parking fees are decided on a hotel-by-hotel basis, as is the decision of whether a hotel will waive them or not. (Free parking is not a published benefit for HHonors elites.)

Your best bet is to contact the hotel directly and see whether they have any special parking provisions. IME, a few will waive, but most with published charges will actually make the charge, as the parking is run by a third party.
