Yes, kind of like that. Starwood Preferred Business is offered to those companies whose volume does not qualify for a SET account. Companies that are Starwood Preferred Business accounts have their volume monitored on a regular basis and if they exceed the volume for Starwood Preferred Business, they are offered an upgrade to a SET account. But, if that should happen, you lose the ability to earn Starpoints for the company and operate using the SET account going forward.
If you want to inquire about starting off with a SET rate, then you can call the Customer Contact Center and ask to be transferred to that department.
