Shibuya Excel Tokyu is all about the location - it's just an elevator ride from Shibuya Station. Particularly easy to reach the Ginza line... It's also on the limousine bus route from Narita airport. (Same bus that goes to the Cerulean... which is the more four-star property in Shibuya).

Inside, the public areas are OK. The lobby has a more upscale appearance than most business hotels. But the rooms themselves are absolutely standard business hotel rooms. Just enough room to swing an origami cat. Internet is high speed in all rooms. Someone told me that the bed was positioned right against the wall so that she could hear every movement of her neighbour in the night. Same person told me that she was disturbed by the street noise... Other people have told me it's not a problem. I guess it's OK if you know what to expect from a normal business hotel.

FWIW - Judging from the slightly more "international" appearance of the lobby, I somehow doubt that this hotel would be phased by two men checking in to a double room. (I don't know for sure - It's just my gut feeling).

I'm not sure if the following information still holds - but it used to be possible to take a free membership to the Tokyu club in order to get some kind of discount, I think.

BTW - No access to a fitness facility of any kind. But that's also fairly normal for business hotels....

FWIW - Trendy Magazine did a comparison of hotels in the 10,000yen +/- range last year. A summary of the results for Tokyo are here:
http://www.jttk.zaq.ne.jp/baaoi603/hotels/tokyo.html

For the area that you're looking at they list the following (in the order that they ranked them):

1 - Hotel Sunroute Akasaka
2 - Hotel Mets Shibuya
3- The b Roppongi
4 - Hotel Jal City Yotsuya Tokyo
5 - Hotel Rose Garden Shinjuku
6 - Apa Hotel Nishi Azabu
7 - Asia Center
